Where can a buy a perennial garden kit online?
I've seen annual garden kits where they come with all the seeds and provide you with the design...is there anything like this but for perennials?
Several top notch retailers will sell you everything you need online.
Bluestone Perennials posts plant collections complete with floorplan as "Preplanned Gardens" for shade, sun, and butterfly:

There's also an outstanding Delphinium specialist in upstate New York, Graceful Gardens, which also prepackages "Cottage Gardens", sun-less "Made in the Shade" and others.
I don't normally recommend the overpriced White Flower Farm in Connecticut, but for comparison, it is worth looking at if only to see how rich people live:
